
Tasawar Ammen has applied for a premises licence in relation to Black Loom, in Butts Green Road, to sell alcohol and serve late-night refreshments.
If approved, alcohol could be served from 11am to midnight, Sunday to Thursday, and until 2am on Fridays and Saturdays.
Late-night refreshments would also be permitted until midnight during the week and until 2am at weekends.
It is not clear whether Black Loom is currently open.
An Instagram page for the cafe first posted on October 30, 2025 saying “coming soon”.
Several other posts have been made since, including one on February 4 which read: “First Italian brew in your area”.
The most recent post came on February 22 including a video of a coffee being made.
A link in the bio of the Instagram page takes visitors to a site with a black screen and text reading: “Something new is brewing. Reopening shortly.”
The premises at 51 Butts Green Road was previously occupied by Casablanca Florist and this is the last use of the site that can be viewed on Google Maps – in October 2024.
The full premises license application can be viewed at the licensing authority register in Romford Town Hall, Main Road.
Written representations can be submitted by July 15, 2026.
Knowingly or recklessly making a false statement in connection with the application is an offence and could result in an unlimited fine.
